Senior Advisor

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity (CPI). As a Senior Advisor, GS-0301-15, you will serve as the advisor to the Deputy Center Director for Operations, responsible for advancing the Center's highest-priority operational initiatives, enterprise governance frameworks, compliance architecture, and workforce analytics programs.


  • Serve as CPI's principal enterprise operational governance authority, responsible for designing, developing, and institutionalizing the governance structures enterprise-wide operational directives.
  • Maintain CPI's enterprise compliance framework, ensuring that operational programs including correspondence management, FOIA compliance, Federal records management, and GAO/OIG audit response are governed by risk-based internal control structures.
  • Lead the design and institutionalization of CPI's APG operational framework, establishing structured Objectives and Key Results (OKRs) and Key Performance Indicators (KPIs) that directly align with the Administrator's Priority Goal outcomes.
  • Serve as CPI's authoritative expert for workforce analytics and predictive human capital modeling.
  • Provide data-driven analyses and evidence-based strategic recommendations to CPI senior leadership on workforce composition, competency gaps, succession risks, and organizational effectiveness

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: Recommending improvements to administrative operations to increase efficiency; AND Analyzing current policies to determine the impact on program initiatives to combat fraud, waste and abuse; AND Developing a variety of written products briefing documents, such as, special reports, technical documentation, or issue papers to help senior management make informed program decisions Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
