Management Analyst (Admin Operations)

This position is located in the Small Business Administration, Field Operations Center West - FOCW in Citrus Heights, CA. The incumbent serves as a full-performance independent analyst and technical advisor responsible for evaluating, analyzing, and improving multiple administrative operations functions necessary to sustain daily Center operations and disaster response activities.


As a/an Management Analyst (Admin Operations) at theGS- 0343-11, some of your typical work assignments may include: Evaluates administrative support functions and processes across functional areas to identify inefficiencies, gaps, recurring issues, and opportunities for improvement. The incumbent analyzes integrated administrative service functions supporting Center operations (travel, timekeeping, procurement, logistics, facilities, and PIV/security), reviews incoming requests and documentation to assess compliance, and conducts root-cause analysis of operational problems. Evaluates travel authorizations, vouchers, and related documentation for compliance, resolves complex discrepancies independently, and develops Center-level guidance, job aids, or procedural updates to support consistent execution. Conducts cost analysis of travel options (considering mission urgency, operational impact, and long-term efficiency) and provides recommendations to leadership. Analyzes time and attendance records, leave documentation, and payroll data to evaluate accuracy, identify systemic discrepancies or trends, and determine appropriate corrective actions. Evaluates the effectiveness of logistics, inventory, and supply processes, including shipment tracking, distribution, and accountability. Analyzes facility support requests, maintenance issues, and workspace operations to evaluate effectiveness and compliance with safety and security requirements.


Requirements

Specialized Experience: GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector: Performing functions in at least four (4) of the following administrative support areas for an office or organization: budget, procurement, logistics, mail, facilities, time and attendance, travel, and accountable property; AND Analyzed operational impacts of facility maintenance issues and requests and coordinated implementation of improvements; AND Maintained tracking systems and performed ongoing analysis of workloads to identify trends and risks; AND Compiled and analyzed multi-system data to prepare evaluative reports and recommendations for leadership while advising management on findings and proposing corrective actions. These qualifications must be clearly referenced in your resume. OR Education: 3 academic years of progressively higher-level graduate education. OR Ph.D. or equivalent doctoral degree OR LL.M., in a field directly related to the position (Business Administration, Management, Accounting, Finance, Economics, Information Science, and Engineering). Education must be in a field which demonstrates the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combination of Education and Experience: A combination experience as described in "A" and graduate level education as described in "B", when combined, are equivalent to 100% of the qualification requirement. Only graduate level education in excess of two full years (36 semester hours) may be used in this calculation. To compute, first determine the total number of graduate level hours that exceed 36 semester hours, and then divide that number by 18 to arrive at a percentage. Then, divide the total number of months of qualifying experience by 12 to arrive at a second percentage. Add the two percentages together. The sum of the percentages must equal at least 100% to qualify.
